Lots of stuff there, Ray. Honestly, the studies do not show that more angler pressure means fewer trout. Catch and release regs are the most helpful thing. Where they are in place, and even wher angler pressure is high, trout populations continue to thrive.

I do not agree with the message to “not catch too many trout.” I think that’s a very, very slippery slope. Instead, the message should be to HOW to safely catch and release trout. That’s what works.

But I’m seeing a need to really protect native trout by limiting the number of fish that can be hooked. Studies have shown that removing trout from the water leads to a high death rate but barbed hooks, trebel hooks and pictures often cause the death of trout. And, with a good to great guide in a boat even beginners can hook large numbers of fish a day. My point is that not stocking certainly isn’t the only problem. Greed still causes serious damage to trout population. Canada has a single barbless hook policy. That’s a good start.

I can not find anything on the commission site.
I do know that it is illegal to block the migration of fish in PA waters so when you see the rock dams that people make, usually late in the summer, knock em down. They cause mass erosion eating away the banks downstream of the dam when the water rises. When you come across rock dams open up the middle first and move the rocks upstream to help create a V, with the point upstream, to redirect the waters back to the center of the stream.
